Post a Project?

How do you officially post a project?
I cannot get team members interested with out a decent project description viable.

  I got my project in, but now I keep getting notices that I need to do something to finish it. But what? There are not messages or red boxes.
  I don't see how I can ask people to join my team until my project is approved and they can see it.
