Blocker - Wit.ai with Messenger

Hi Team,

I have integrated wit.ai chatbot with fb page and messenger, but unfortunately, I couldn't able to do submit because of "Individual Verification" is off . Due to coronavirus (COVID-19), fb has temporarily paused Individual Verification to focus their reviewers on efforts that help keep people informed and safe. How can I use the messenger for my submission? Can I add a tester to the app as like mentioned in https://fbmessaging2.devpost.com/rules ?
